Faced with an emergency need for beds, the Arizona Department of Administration selected Arrington Watkins to design 1,000 additional beds spread across three sites in Douglas, Perryville, and Tucson.

The new facilities were designed primarily for Level 1 inmates with less than one year until release. Facilities included dormitories, administration, medical, rethermalization kitchens, dining, inmate laundries, and outdoor recreation spaces.
