Faced with an emergency need for 1,000 beds within the Arizona State Prison System, Arrington Watkins was contracted by Arizona Department of Administration to design and provide construction administration services. Beds were added to three separate sites around Arizona. Design and construction were completed in 8 months.

Arizona State Prison Complex - Lewis

LOCATION:

PROJECT DETAILS:
This 4,150 bed prison complex consists of two 800-bed level 3 male units, two 800-bed level 4 male units, one 600-bed level 3 female unit and one 350-bed minor unit. The Lewis complex support buildings include administration, staff training, inmate processing, visitor processing, medical, vehicle maintenance, warehouse and maintenance. Both the Lewis and adjacent Southwest Regional Juvenile Correctional Complexes are supported by on-site water and waste water treatment facilities. Designed in 6 months, the 1,000,000 sf complex will be completed 12 months ahead of the original schedule.

Arrington Watkins Architects was retained to design a low-cost, fast construction building for the medium security prison at ASPC-Safford to replace an administration building lost in a fire. To facilitate speed, a pre-engineered steel building was used with labor provided by a general contractor. Interior tenant improvements were assigned to inmate laborers.

Located south of the existing ASPC-Tucson, this new complex when built will be comprised of four prison units: one level 4 male unit and three level 3 male units. Each unit will house 1,100 inmates.

This 800-bed level 4 security prison is the third unit addition to ASPC-Yuma complex. Level 4 unit contains four double occupancy cell housing units, administration, medical, lock-up, educational and vocational training, kitchen/dining, library and other support facilities. With the addition of this third unit, it was necessary to add complex buildings. Those included under this contract were administration, staff training, vehicle maintenance, and complex maintenance.

Florence RTC-DUI

This 600 bed minimum security facility was a design/build project for the State of Arizona. The privately owned and operated facility sits on an 18-acre site and was constructed for "Return to Custody" and "Driving While Intoxicated" inmates. The facility consists of the following support areas: Kitchen/dining, visiting, classrooms, counselors, medical/dental, laundry, work release and administrative offices.

Kingman DUI Facility

PROJECT DETAILS:
Kingman is a 1400 bed DUI Facility designed for use by the Arizona Department of Corrections. It is a fully self contained prison unit that includes ample space for programming and recreation, Kitchen, Dining, both dorm style and cell style sleeping quarters, laundry, warehouse, medical and dental services and education programs. A main function of this unit is to provide inmates with drug and alcohol intervention programs, there are ample classrooms, small group and counseling rooms. In addition we have provided Industry Building inside and outside the secure perimeter. The complex is situated on 160 acres in a remote part of Golden valley, Arizona, a portion of which is used for a water and waste water treatment facility.

Rincon Minor Male Custody Facility

This new level 5 minor male custody facility is located within an existing level 4 adult male prison. The new housing units will eventually become part of the existing facility. This created design challenges for a housing unit to meet minor level 4 an adult level 4 standards simultaneously. As the minor unit is temporary, support buildings (visitation, medical, administrative and kitchen/dining) were of modular construction. Renovations and additions included the existing visitation, administration/medical, and educational support areas.
Rincon Minor Male Custody Facility -
Southwest Regional Juvenile Corrections Complex

PROJECT DETAILS:
Designed in conjunction with the six prison complex (ASPC-Lewis) across the highway, the Southwest Regional Juvenile Corrections Complex shares water and waste water treatment plants with those adult facilities. Designed for future expansion, the first phase of construction housed 100 high security male juveniles and 100 maximum security male juveniles. On-site support services include medical, counseling, food service, administration offices, classrooms, libraries and visitation.

Special Management Unit I

PROJECT DETAILS:
This 768-bed super maximum facility was built for less than half the national average. A full service institution, it includes all inmate support services including: medical facilities, kitchen, laundry, dining, and classrooms. Also included are areas for administration, security staff support, armory, locksmith shop, maintenance, visitor processing and parole courtroom. Several design innovations including food pass / cuffing slot, windowless cells with sky lighted dayrooms, non-load bearing metal mechanical chases and other innovation uses of material enabled this facility to be built with a low per-bed cost. Other design elements, such as small pods and single cell configurations allow for supervision of inmates in a single man environment, thereby reducing the number of staff required for operation.
Special Management Unit I -
Special Management Unit II

This Level 5, 768-bed, male maximum security special management unit, included administration, food service, laundry, central plant, medical, education facilities, maintenance, housing, all site improvements including grading, utilities and security. Construction schedule was reduced by over 8 months from original prototype previously designed by firm principals. This special management unit is the second of its kind developed for the State of Arizona. As designer of both facilities, Lynn Arrington was able to refine construction materials, change systems and improve security. The new facility contains all required support services for a self-contained facility. The project was constructed at a cost under $100/sf and $35,500/bed. This facility was the first facility for the State to incorporate touch screen technology for door controls and inmate management.

Statewide Detention Locking Assessment
LOCATION:

PROJECT DETAILS:
Arrington Watkins Architects was contracted by the State of Arizona to assess the doors and locking mechanisms at all Arizona State Prison Complexes. Arrington Watkins Architects toured each facility and documented the current state of the locks the cell doors throughout the state and created a plan to repair/replace door hardware as necessary. The study also provided an inmate movement plan for construction.

This facility consists of approximately 59,000 square meters, of total building area for the USP and 3,000 square meters, of building area for the FPC.
The majority of buildings are located within a secure compound comprised of a perimeter fence, a patrol road, and an intrusion detection system. Six (6) general housing buildings with precast concrete modular cell units house maximum security inmates and one (1) special housing building with precast cells will be for inmates segregated from general population for administrative discipline.
Each General Housing Units contains 64 cells on each level or 128 cells per Housing Unit. There are six Housing Units for a total of 768 cells. The Special Housing Unit is also two levels, consisting of 60 cells per level, or 120 cells total. The Camp Housing consists of 64 cubicles or 128 beds.
Support buildings inside the secure perimeter provide complete kitchen and dining facilities, health services, maintenance shops, industrial factory operations, laundry, religious, and educational facilities. Major support systems provided include those for control of heating/air conditioning, plumbing, fire protection, electrical, communications, and electronic security. Buildings outside the secure perimeter include an administration building, a central utilities plant, warehouse, water storage tank, Federal Prison Camp, and guard towers.

This $95.6 million design-build project is for the design and construction of the new Federal Correctional Institution (FCI) in Fresno County, Mendota, California.This FCI was built on 230-acres of farmland located near Mendota, a small farming community in Central California. The facility is designed to house over 1100 inmates and includes a Federal Prison Camp for 128 inmates. The project includes construction of three 4-story general housing units, site work, and the utility plant.

High Desert Men's Prison Phase I & II

High Desert Men's Prison was a unique experience for Arrington Watkins Architects. Phase I consisted of 2,000 beds and support buildings designed by a Nevada firm. At the request of the State of Nevada, Arrington Watkins Architects was hired to complete the design and handle on-site construction administration. Prior to Phase I being completed, AWA was retained to design and oversee construction of Phase II which added an additional 1,000 beds to the prison. Phase II of the project not only included the construction of additional housing units, but included the design of a combined warehouse and vehicle maintenance building. This facility contains a drive-through maintenance facility, bus and vehicle inspection and lubrication pit, hazardous storage containment building and cart charging equipment.

During the Design / Build proposal stage, Arrington Watkins analyzed the bridging documents and found a way to save 50,000 cy of fill that would have been required to raise the existing pad for the Industries Building. By rearranging the buildings, digging up and removing hundreds of feed of expensive duct bank was averted. This project consisted of a 62,000 sf Industries Building, 15,000 sf gymnasium, related site improvements and additional security electronics systems.

Northern Nevada Corrections Center Dorm Expansion

The State of Nevada Department of Corrections (NDOC) is experiencing severe inmate overcrowding. NDOC initiated an emergency bed expansion program through the Legislature.
Based on past experience with the State Public Works Board and the NDOC, the state sole sourced the project to Arrington Watkins. Due to the emergency need, Arrington Watkins quickly assembled a design build team with all consultants and began the design. The design was completed in two months. This 960 Bed expansion includes four 240 Bed housing buildings located on three existing sites within Nevada's system. Arrington Watkins developed the new designs in two months. This design is now Nevada's prototype for minimum to low medium custody inmates.

76,000 square foot expansion to an existing 130,000 square foot medium security correctional facility. The building expansion consisted of a 45,000 square foot, 288 bed housing unit, dining and serving line expansion, commissary expansion, visitation expansion, a 11,500 square foot classroom/vocational education addition, a new guardhouse and a new 8,300 square foot gymnasium. Site work included new relocated perimeter fencing, security and lighting.

This medium security prison is a campus style plan composed of ten buildings. The inmate population is divided among six cell buildings with two men per cell. The support services building contains education, classrooms & shops, inmate dining, staff dining, kitchen, laundry and medical/dental unit. The administration building contains administrative offices, non-contact and contact visiting, and fifty segregation cells. This building also houses two gymnasiums and other recreation spaces. A separate greenhouse is provided as part of the education services. The warehouse is located outside the perimeter fence.

PROJECT DETAILS:
The privately owned and operated male medium security prison has been master planned for future expansion from 1,200 to 1,500 inmates. The site contains five cell housing units, one administrative segregation housing unit, separate gymnasium and physical recreation building, education/vocational training, industries, kitchen/laundry, medical, central plant, warehouse, vehicle maintenance, operations/visitation, and administration. Because of the severe weather conditions at this location, daily prisoner movement issues were vastly reduced by the design of a small re-heat kitchen and serving line in each housing unit. Inmate meals are served and eaten in the dayroom of individual units eliminating the need to move 1,500 men through a central yard three times a day.
